Court appointed attorney's are appointed to represent you in court if you do not have the ability to pay for a lawyer yourself.
You fill out a form and take the previous two payroll stubs (four if you're paid weekly) and they give you a fee.
I can tell you that while I was making about $14,000 per year I had to pay $90 (obviously a much reduced cost from hiring my own attorney).
